•  Ignorance of rules shall not be entertained as a plea for violating any rules
•  Late receipt application, incomplete application or not filled up in accordance with the instructions or submitted in old     application    form shall be rejected.

•  Enquiry regarding admission over Telephone Telex or Telegram shall not be attended to.
•  Canvassing directly or indirectly shall disqualify a candidate for admission
• The Director of Technical Education, Assam reserves the right in matters of selection or rejection of candidates in     special circumstances on the merit of each case at any stage of study and his decision shall be final and binding on the candidate.

ADMISSION INTO DIPLOMA AND CERTIFICATE COURSES IN ENGINEERING AND TECHNOLOGY OFFERED BY THE STATE GOVERNMENT POLYTECHNICS OF ASSAM

1. INTRODUCTION:

The polytechnics provide facilities for study in Diploma and Certificate Courses in Engineering and Technology after H.S.L.C. (10+). The main objective of the Polytechnic courses of studies is to produce technicians at supervisory level to meet the demand of Technical Manpower in various fields of development. This booklet aims at bringing out a guideline towards Technical Education to enable the young boys and girls to build their carriers by getting themselves admitted into various courses of Technical Studies available at the State Polytechnics of Assam.

2. THE POLYTECHNICS AND THEIR LOCATIONS:

At present there are altogether nine State Polytechnics and two Junior Technical Schools in Assam under the administrative and supervisory control of the Director of Technical Education, Assam . These are:

3. AFFILIATION:

The State Polytechnics of Assam are affiliated to the State Council for Technical Education, Assam . The State Council for technical Education. Assam is a Council of members appointed by the Government of Assam to advise the Government in all matters relating to Technical Education in the State. The Examination Committee of the State Council is responsible for conducting the Post Diploma, Post Graduate Diploma, Diploma and Certificate Examinations in different disciplines of Engineering and Technology offered by the Polytechnics and the Junior Technical Schools . Institute of Hotel Management, Guwahati and Diploma in Pharmacy of the Pharmacy Institutes of Gauhati Medical College , Institute of Advanced Study in Science and Technology, Khanapara, Guwahati-22, Jyoti Chitraban Film and Television Institute, Kahilipara, Guwahati-19.

4. RECOGNITION:

The Diploma Courses offered by the Polytechnics, affiliated to the State Council for Technical Education, Assam have been recognised by the Govt. of India and the Diploma holders are recognised for the purposes of recruitment to all subordinate posts and services under the Central Government in appropriate fields. The same recognition is maintained by the State Government of Assam and other State of the Country for the purpose of recruitment to similar subordinate posts and services under the State Government. The different courses available at the polytechnics are job-oriented, as well as, they are oriented for self-employment. All the Diploma and Post Diploma Courses conducted in the State Govt. Polytechnics are approved by the AICTE.

The Principal, Girl's Polytechnic will conduct a test in English on the day of interview and admission.

B. CERTIFICATE COURSES

   
(iv) Textile Technology 2 years (four semester) final Examination in each Semester end. Pass in H.S.L.C. Examination or its equivalent from the Board of Secondary Education, Assam or Any other recognised Board of Education / Examinations or T.S.L.C. Examination of S.C.T.E. Assam in a single sitting.

C. POST DIPLOMA COURSES

   
(V) Computer Application 1 ½ years (three semester) Examination in each Semester end. Diploma in any Branch of Engineering of S.C.T.E., Assam or from any Polytechnics approved by A.I.C.T.E.

6. ADMISSION:

6.1. Eligibility for Admission: To be eligible for admission a candidate shall have to fulfill the following conditions:-

6.1.1.Minimum Educational qualification: Must possess the minimum academic qualification as shown at Para 5 for concerned course.

6.1.2.Must appear and qualify in the polytechnic Admission Test (PAT) for the concerned academic session for the courses as notified by the D.T.E. except for Modern Office Practice (Diploma course) and certificate courses.

6.1.3.Age Limit: For all the courses having entry qualification H.S.L.C. or equivalent, the upper age limit is 20 years on the first day of August of the year of Admission. In case of Modern Office Practice course the upper age limit is 22 years on the 1 st day of August of the year of Admission. The upper age limit is relaxable by three years in case of candidates belonging to S.C. & S.T. there is no upper age limit for the Post Diploma Courses.

6.1.4.Medical Standard: A candidate should be physically fit and mentally sound and should possess the minimum physical standard of Height 1.5 meters, weight 41 Kg. Chest 72 cms. With minimum expansion of 2.5 cms. And free from any physical handicap, which is likely to obstruct efficient performance of professional duties. The physical standards are relaxable in case of Girl candidates to a limited extent.

The candidates, after obtaining provisional selection shall have to undergomedical examination at the respective health unit of the Polytechnic concerned and obtain medical fitness certificates in proper forms from the corresponding Medical Officer, deputed by the institute authority, on payment of the requisite fee.

6.1.5 Residential Eligibility: Candidates must be an Indian Citizen and permanent resident of Assam .

6.1.6.Candidates can not undertake any other course of study once admitted into a Polytechnic.

6.2.Reservation of Seats: Subjects to maintaining the qualifying standards and others eligibility conditions reservation of seats in the polytechnics of Assam is made for the following categories of candidates of the State of Assam.

6.2.1. Scheduled Castes: 7% scheduled Tribes (Plains) – 10% Scheduled Tribes (Hills) 5% and O.B.C. (including M.O.B.C.) 15% of annual intake capacity.

6.2.2. Sons/ Daughters/Grand Sons/Grand Daughters of Freedom Fighters-2 seats in each Polytechnic and 15 in total.

6.2.3. Tea Garden and Ex-tea-garden Labour Community -2 seats in each Polytechnic (within the limit of allocation of O.B.C.)

6.2.4. Sportsman (State level or higher)-1 seat in each Polytechnic.

6.2.5. N.C.C. (State level or higher) -1 seat in each Polytechnic.

6.2.6. Sons and daughters of Retired Defence Personnel-1 seat in each Polytechnic.

6.2.7. Physically Handicapped -3% of institute intake capacity.

6.2.8.  Candidates who are not permanent residents of Assam but are sons/daughters of employees of Central Government or Central Government Public Sector Undertaking posted in Assam and serving in the State atleast one year preceding the last date fixed for submitting application for admission -2 per Polytechnic and 10 in total. Permanent residence certificate from respective State must be submitted.

6.2.9. Foreign Candidates : As reserved by the Government of India and duly nominated by respective Countries.

6.2.10. Candidates of other States and Union Territories against seats reserved by Government of India and duly nominated by the concern State/Union Territory.

Note-1:
There is no reservation of seats in Diploma Courses of Assam Textile institute and in all the Certificate courses against the Category mentioned in serial 6.2.3., 6.2.4., 6.2.5., 6.2.6., & 6.2.7. one seat in each of Diploma and Certificate courses of Assam Textile Institute is reserved for Sons/Daughters /Grand Sons/Grand Daughters of Freedom Fighters.

Note-2:
If any of the seats mentioned in clause 6.2 above remains vacant for want of eligible candidates, the seats, shall be filled up in order of merit from the candidates under unreserved category.

Note-3:
If candidates of both Tea garden and Ex-tea-garden Labour community are available then 1 seat shall be allotted for each of the two categories.

Note-4:
The reservations shown in serial 6.2.2., 6.2.3., 6.2.4., 6.2.5., 6.2.6., 6.2.7., and 6.2.8., are for Diploma Courses only and there is no such reservation for Post Diploma and Certificate course, unless otherwise stated.

Note-5:
For Admission against Sports/NCC quota, candidates are hereby asked to submit applications after appearing the admission test, along with copies of Mark Sheet of qualifying examination, PAT-2005 Admit card and detailed particulars regarding their State Level participation along with a copy of certificate from Director of Sports/NCC. Assam to reach the Director of Technical Education, Assam within a week of Polytechnic Admission Test/2006.

6.3. DISTRIBUTION OF SEATS:

The annual intake capacity and the allocation of seats to different categories are as per list below (Subject to change at the time of admission).

HOW TO APPLY:

All candidates except those against the reserved seats for other States. Union Territories and Foreign candidates must submit their applications in prescribed form to sit in the Polytechnic admission test as notified by D.T.E. The application forms can be obtained from the office of the Principal of any Polytechnic on payment of Rs. 30/- (Rupees Thirty) only by cash or I.P.O. payable to the Principal of the Polytechnic.

6.4.1. SUBMISSION OF APPLICATION:

PART A of the Application Form duly completed is to be submitted to the Principal of the Polytechnic where he /she intends to appear in the Admission Test with an amount of Rs. 200/- (Rupees Two Hundred) only as Examination Fees with two recent passport size photographs of the candidates duly attested by a Gazetted Officer and pasted on the application Part B of the application form duly completed to be submitted along with the following certificates at the time of interview.

•  True copies of marksheets of qualifying examinations passed.

•  Documentary evidence of age (true copy of Admit card or Certificate of the Board/University).

•  Up-to-date character certificate from the Head of the Institution last attended.

•  Caste certificate, if claimed to belong to Scheduled Caste/Scheduled Tribe/OBC/MOBC/Tea-Garden /Ex-Tea Garden Labour Community from the appropriate authority as decided by the Government from time to time (as mentioned in the form).

•  Certificate from Director of Sports. Assam and proof of representing State if applied against Sports and NCC quota.

•  (a) Certificate from the Principal Private Secretary to the Chief Minister, Assam , (b) a direct relationship certificate of the candidate with the freedom fighter from the Deputy Commissioner or his authorized official. If applied against the category of Freedom Fighter.

•  Certificate from the Director, Rajyik Sainik Board, Assam , if applied against category of retired defence personnel.

•  Certificate from the employer, if applied against quota of Central Government employees etc.

Note :-6: Certificate or marksheets other than those, which are given on the body of the form, must be submitted in true copies attested by a government Gazetted Officer with official seal. Original copies must be shown at the time of admission/interview.

Note :-7: Request for sending prescribed application form may also be made to the Principal of any Polytechnic by enclosing a self addressed unstamped envelope of size 23*10 cm and Indian Postal Order of Rs. 30.00 (Rupees Thirty) only.

N.B.:- PART- “B” of the application form will be issued on the day of admission test.

6.5. ADMISSION TEST:

Admission test will be held in all the Polytechnics of Assam on the subject Science and Mathematics on the date and time as notified by the D.T.E. There will be two question paper one for Mathematics and the other for Science. The question paper will be of H.S.L.C. level. For the Science paper the Biology portion of the syllabus is not included. The questions will be objective types with multiple-choice answer. Candidate will have to darken the circle against the correct Answer.

The result of the Polytechnic Admission Test will generally be published in some leading dailies of Assam and in the office of the Principal of all Polytechnics in the 2 nd week of July, 2006. The result also available in the website: www.aei.org.in

6.6. INTERVIEW AND SELECTION:

An interview will be held centrally to select the candidates provisionally for admission to the Polytechnics of Assam. The date, venue of which will be published along with the result of the Polytechnic admission test.

Choice of polytechnic and branch of Engineering of a candidate will be determined on the basis of merit of the admission test at the time of interview.

Final selection against the quota reserved for the categories of N.C.C. and Sports man shall be made by a Selection Board.

If discontinued studies in between passing the last examination of Board/University a gap certificate must be produced at the time of Interview.

Note:-8: Candidates sponsored by other States, Union Territories and Foreign Countries need not appear in the PAT. But they are required to submit their applications in prescribed forms completed in all respects, when called by the D.T.E. Assam.

6.7. DATE OF ADMISSION:

6.7.1. Candidates selected for admission must get themselves admitted on payment of all institutional fees and dues at the time of interview and selection failing which their selection shall automatically be treated as cancelled.

6.7.2. Students failing to report in their classes within ten days of commencement of class shall automatically forfeit their seats and the vacancies caused thereof shall be filled up from the waiting lists.

6.7.3. Admission to all Polytechnics shall be closed on dates to be communicated to all Principals by an Official Order of the Director of Technical Education.

6.8. POLYTECHNIC TRANSFER:

6.8.1. Transfer from one institute to another is normally not allowed. However, the students may apply to D.T.E. for Institute/Branch (or both) transfer just after taking admission in the Polytechnic. The transfer will be done centrally on the basis of merit of Admission Test against vacant seats, if any.

6.9. COMMENCEMENT OF SESSION:

The academic session of the Polytechnics of Assam normally commences in the month of August/ September.

6.10. MEDIUM OF INSTRUCTION:

The Medium of instruction is English.

7. ATTENDANCE IN CLASS:

Student failing to attend a minimum of 75% of attendance in any subject (Theory, Practical, Workshop, Drawing individually) shall not be allowed to appear in the examination. Moreover, admission of a student who are found absent from classes continuously for 10 (ten) days from the date of commencement of classes or from the date of admission in the institute, whichever is later (his/her name) will be cancelled.

No re-admission in 1 st semester is allowed.

8. SESSIONAL WORKS:

Continuous assessment will be made on the performance of the students in Workshop/Laboratory/Drawing Class test etc. Student failing to attain the required sessional mark in any component of subject will be debarred from appearing in the examination.

9. STUDENTS OWN EQUIPMENTS AND UNIFORM:

Immediately after enrolment each student is required to have his own basic equipment as follows:-

Students are also required to have their own institute uniform and the stationeries required for day-to-day work during the courses of their study in the Polytechnics within fifteen days of admission.

10. FEES AND DUES:

The students have to pay the sum of money as detailed below at the time of admission at the Polytechnic: (These rates are likely to be revised).

The above rates are subjected to revision. In addition hostel boarders have to pay the mess dues for the current month as fixed by the mess committee.

11. FACILITIES TO STUDENTS:
11.1. SCHOLARSHIP:

11.1.1. Engineering Merit Scholarship (Institutional Merit):
Some scholarship are awarded on the basis of merit.
The scholarships mentioned above are attached with free tuition.
The basis of merit will be “admission merit” in case of first semester and the respective semester –end examination in case of subsequent semesters.

Note-9: Other State Governments are also awarding scholarship @ Rs.100.00 P.M. and above to the students sponsored by the respective States.

11.1.2. OTHER SCHOLARSHIP:

There are provisions of scholarship to the students belonging to the Backward Classes awarded by the Department of Welfare of Plains Tribes and Backward Classes, Assam .

11.2. HOSTEL ACCOMMODATION:

The polytechnics of Assam are all Residential Type of Institutions providing hostel accommodation to more than 75% of the students on roll.

11.3. LIBRARY AND BOOK BANK:

The polytechnics are equipped with the necessary facilities of library and Regarding Room to cater the needs of the student. Besides text Books, the collections include periodicals, pamphlets reports, proceeding maps, dailies and journals on various topic information and development of Science. Engineering and other technical and non- technical fields Books-Banks have been established in all Polytechnics to serve the needs of the poor and deserving students, who may borrow on long term basis.

11.4. MEDICAL AND HEALTH SERVICE:

Provision exists for medical attendance to hostel boarders by a Medical Officer and a dispensary attached to each polytechnic .

11.5. EDUCATIONAL EXCURSION AND TRAINING PROGRAMMES:

Educational Excursions and Survey Camping are held at such time as may be fixed with adjustment to other curriculum. The Survey Camping and Educational Excursions are substantial parts of the curriculum. However, excursion is subjected to availability of fund.

11.6. EXTRA CURRICULAR ACTIVITIES:

To enable the students to develop their personality and health, necessary facilities for games and sports have been provided in the Polytechnics. Students are also offered facilities for participation in local and regional events. The Polytechnics terms are generally affiliated to the local Sports Association. Every student must be a member of the Students Union Society of the respective Polytechnic and he/she is to take part in various functions, games and sports, social service, debating, cultural and technical exhibition and other extra curricular activities.

All students are excepted to join the N.C.C. and attend parades regularly and annual camps atleast twice during the full course of study.

11.7. INSTITUTE CO-OPERATIVE STORES:

Co-operative stores have been established to make available to students stationeries and other materials including cosmetics at reasonable price.

11.8. VACATION AND HOLIDAYS:

The institute enjoy semester –end vacations in a year. No student is allowed to remain in the hostel during these vacations without prior permission of the Principal for specific purpose.

11.9. TRAINING:

Subject to allocation of training slots by the Board of Practical Training. Government of India , the students after passing the Diploma Course may undergo one year Practical training on Industries /Engineering Organisation under the Apprenticeship act of Government of India. Stipends at the rate of Rs. 1,400/- per month (subject to revision ) are paid to each trainee.

11.10. HIGHER STUDIES:

Students getting diploma of S.C.T.E., Assam securing atleast 60% marks may join the Assam Engineering College / Jorhat Engineering College in 3 rd semester/Second year in appropriate branch of Engineering subject to their passing the examinations in Physics, Chemistry and Mathematics of 1 st & 2 nd semester/first year of 4 year under –graduate course in Engineering of Gauhati University / Dibrugarh University . Number of seats is limited to 10% of annual intake capacity of each branch of Engineering.

12. DISCIPLINE:

The students admitted to the Institute must abide by all rules and regulations as prescribed by the Institute authorities. Violation of the rules unsatisfactory progress, irregular attendance, irregular clearanceof Institute and hostel fees and dues showing discourtesy to the teachers and staff members in any form smoking in the Institute campus and in presence of teachers, taking alcoholic beverage any where during the career, using their own wireless receivers, electric fans and heaters in the hostel rooms, playing musical instruments during study hours in the hostel tampering with electric connections causing damage to any institute and hostel, property, using unfair means in sessional works and in the examination, irregular attendance in N.C.C. parades, resorting to strikes, regging etc. are some of the offences which may make students liable for disciplinary action in the form of imposing fine, suspension and even expulsion from the Institute.
